Job Description

Access to safe WASH facilities in Barisal’s slums and rural areas is critically limited, disproportionately affecting women, girls, the elderly, and persons with disabilities, and increasing health risks. Poor WASH conditions at home and in schools contribute to illness, irregular attendance, and high dropout rates—especially among adolescent girl that eventually reinforcing cycles of poor health, exclusion, and low educational outcomes. To address the situation at Barisal city corporation the OCRP and HRP teams of IRB undertake an endeavour titled “Sustainable Access to Education and climate resilient WASH support to most vulnerable communities in Barishal (EDUWASH)” jointly. This initiative aims to enhance the quality of education for girls in targeted secondary schools by providing stipends and individual-level tutorial support, while strengthening institutional capacity through improved ICT facilities and inclusive WASH services. It will also promote access to additional learning opportunities and extracurricular activities through the establishment of child clubs. In parallel, the project will construct or repair seven inclusive and gender-sensitive WASH facilities across schools and communities (four at the school level and three in slum areas). Additionally, the project will support the repair and upgrading of drainage systems, install three communal waste bins, and provide six waste collection trolleys to improve sanitation and waste management in densely populated slum areas.

The Community Mobilizer, as a front-line staff member, will be responsible for implementing project activities at the grassroots level. The person will ensure effective execution of the project’s interventions, including the selection of schools, students, families, and communities; regular follow-up and monitoring of SHGs, schools, child clubs, and households; organizing events; and maintaining strong communication at the community level to support smooth field implementation and project progress. This position requires strong programme implementation skills, particularly in the areas of education, child rights, and livelihoods. Key responsibilities include preparing the implement project activities; providing support to RHs; organizing knowledge-sharing and awareness sessions; maintaining collegial relationships with communities and LGIs; and executing appropriate exit strategies

Project Implementation and Management at the field level - 70%

  • Selection of RHs (Schools, Students, Mother, Families) focusing community need assessment

  • Formation of community-based groups (SHGs), making them functional by their own efforts & guiding them utilizing their resources

  • Support to Ensure group development training on leadership, savings and financial management, linkage development and giving technical support to arrange training sessions.

  • Support to develop family business plan

  • Providing technical support for asset/cash transfer to the RHs for procurement of IGA means

  • Support the selected RHs to identify income generation opportunities

  • Carry out group-based and community-based awareness sessions on health, WASH, nutrition and different social issues such as child rights, women`s rights, including GBV, climate issues etc.

  • Task-based documentation of the project

  • Forming and making functional of the community-based child protection committee (CBCPC) at the school and union level

  • Taking initiatives to prevent early marriage by CBCPC;

  • Select vulnerable girls’ students from the targeted schools

  • Provide stipend and educational materials for the vulnerable girls to ensure continue their education

  • Form and make functional of the school-based child clubs and provide necessary books and indoor and outdoor game materials

  • Ensure tutorial support for the slow leaners

  • Organize extracurricular activities like sports, reading and arts, debate competition, cultural function etc

  • Establish MHM corner at the schools

  • Organize & facilitate awareness campaign on child protection & early marriage at the school level

  • Conduct meeting with teacher, SMC & PTA in the respective schools

  • Organize Workshop/ training for teachers, SMC & PTA on Child Rights & Protection, gender responsive education

  • Establish an emergency medical care & vision checking corner, and organizing health camps

  • Developing community leaders/champions to stop early marriage

  • Taking initiatives to build mass awareness and creating motivation through signature campaign, poster, leaflet, billboard, etc. to act on stopping early marriage

  • Taking initiatives to provide IGA training for family members

  • Linkages of the guardian with govt. social protection schemes

  • Introducing group led saving, small loan and Qard al Hasana

  • Regular school visits for ensuring the girls presence in the school.

  • Regular meeting with school teacher/SMC

  • Collection of educational result card and documented

  • Taking initiatives to provide vocational training for selected girls;

  • Observance of different national and international day at field level

  • Monitoring early marriage & GBV incidents and reporting to relevant offices/departments by the adolescent clubs;

  • Conducting campaign against early marriage & GBV; organizing cultural events (theatre, folk song, etc.)

  • Organize events for significant day celebrations

  • Regular visit of schools, household. SHGs and CC

  • Prepare short report of the event

  • Conduct phase / exit meeting with all the relevant entities and communities

  • Ensure all documents of the target group

Monitoring, Knowledge Management and Reporting - 10%

  • Provide support to MEAL team to conduct base-line and final evaluation by organizing field level activities

  • Visit the schools, HHs and other places and activities following the checklist

  • Recording the project learning, best practices, innovations, risks and success stories

  • Collecting the significant case stories,

  • Taking good quality activity-oriented photographs of the implemented activities

  • Maintain database of the implemented activities

  • Keep a learning attitude participate in knowledge exchange sessions, and capacity-building initiatives.

  • Prepare event-based report

  • Support the project lead to prepare compile data and information and develop different reports like monthly, quarterly, annual, interim, final report etc.

Advocacy, coordination and networking with RHs, Communities and LGIs - 5%

  • Building relationship with the local level government office

  • Making functional linkage with the teaches, schools’ authorities, students and parents for improving the quality of education for the targeted children

  • If needed participate in different meetings

  • Organize meeting to build relations and networking

  • Support to organize lesson-learning workshops at the local level

  • Organize project exit meetings at the community level and with Local Government Institutions (LGIs).

  • Organize inception meetings with Union, Upazila/District administrations.

  • Establish and maintain strong relationship with local stakeholders.

  • Support to develop IEC and training materials, including leaflets, billboards, and other communication tools.

  • Organize need-based meetings, seminars, and workshops with project stakeholders, government officials, and NGOs at the local level.

  • Implement rights-based advocacy and networking with relevant LGIs.

Capacity Building and Training - 10%

  • Support to prepare necessary modules for providing training to RHs, communities and other stakeholders

  • Organizing training for the students, teachers, SMCs, mothers and communities on different issues

  • Facilitate the training for the students and mothers

  • Support to conduct meeting with the SMCs and provide necessary training

  • Support to provide training on CR, CP and other issues for the teacher and students

  • Draft the training report and follow up the how the learnt knowledge are being utilized

Others - 5%

  • Follow the safeguarding principles, child protection policies, and ethical standards in all interactions with children, families, and community members.

  • Working in the team

  • Implement robust Complaint and Feedback Mechanism (CFM) in all stage of the project.

  • Orient the RHs, communities and stakeholders on effective process of CFM, and Maintain CFM logs, lesson learning logs, Risk registers at the project office.

  • Implement visibility related activities

  • Follow a Do No Harm principle while implementing the project’s activities

  • Demonstrate a strong commitment to promoting child rights, protection, and safeguarding through the implementation of relevant interventions.

  • Work closely with secondary schools, students, teachers, head teachers, School Management Committees (SMCs), local education authorities and community groups at the local level to support project activities.
