Project Overview
HRF Bangladesh is preparing for an anticipated child protection systems-strengthening project focused on strengthening and reactivating Community-Based Child Protection Committees (CBCPCs) across Rohingya camps and selected high-risk districts in Bangladesh.
The project aims to support Government-led child protection systems through community coordination, volunteer mobilization, safeguarding compliance, referral linkage support, monitoring, documentation, and evidence-based reporting.
Position Purpose
The Child Protection Adviser will provide senior technical leadership and strategic guidance to ensure all project interventions align with national CBCPC SOPs, child protection principles, safeguarding standards, referral mechanisms, SEA/SH prevention requirements, and donor compliance expectations.
The role will support Government-led child protection systems, particularly through collaboration, coordination platforms, and community engagement.
Key Responsibilities
1. Strategic Child Protection Leadership
Provide technical leadership on child protection systems strengthening, CBCPC functionality, safeguarding, referral pathways, and community-based protection.
Guide project strategy, implementation quality, risk-informed programming, and compliance with child rights standards.
Support development of technical guidance, implementation plans, training materials, and field tools.
CBCPC Functionality and SOP Compliance
Ensure CBCPCs are established, reactivated, and strengthened according to approved SOPS.
Promote inclusive CBCPC membership involving women, adolescents, community leaders, and service providers.
Support standardization of committee governance, meeting systems, action tracking, and referral documentation.
Strengthen the sustainability of CBCPC operations and regular meetings.
Technical Support to Field Teams
Provide technical supervision and mentoring to Child Protection Specialists, GBV Managers, District/Camp Coordinators, and field facilitators.
Monitor implementation quality and provide corrective guidance where needed.
Conduct field visits to assess implementation, mentor staff, and address operational challenges.
Ensure field teams understand facilitation and referral roles without replacing statutory case management.
Capacity Building and Mentoring
Lead development of training and mentoring packages for project staff, CBCPC members, volunteers, and stakeholders.
Ensure training includes safeguarding, confidentiality, referral pathways, disability inclusion, PSEA/SEA-SH, and gender-responsive engagement.
Strengthen staff capacity through coaching, refresher sessions, orientation modules, and mentoring tools.
Referral Pathways and Service Linkages
Strengthen coordination and referral pathways between CBCPCs and DSS, RCPP, MoWCA Child Protection Hubs, health, education, legal aid, disability, and social service providers.
Support service mapping and safe referral mechanisms while maintaining confidentiality and safeguarding standards.
Coordinate with GBV and Complaint Response teams for safe handling of sensitive cases.
Safeguarding and Protection Risk Mitigation
Ensure compliance with HRF safeguarding policies, Code of Conduct, PSEA/SEA-SH standards, confidentiality, and donor requirements.
Promote safe community engagement, informed participation, and Do No Harm principles.
Ensure immediate reporting and escalation of safeguarding or misconduct concerns through approved mechanisms.
Technical Quality Assurance, MEAL, and Documentation
Work with MEAL and MIS teams to ensure quality data collection, monitoring systems, and reporting.
Review functionality assessments, mapping tools, monitoring checklists, and technical reports.
Provide technical inputs to donor reports, learning documents, progress updates, and final reports.
Coordination and Representation
Represent HRF Bangladesh in child protection coordination forums, government meetings, and stakeholder consultations.
Maintain strong coordination with the Government, Humanitarian actors, UN agencies, NGOs, and service providers.
Support donor and government engagement through strong technical representation.

Minimum 10 years of professional experience in child protection, humanitarian protection, or social service systems strengthening.At least 5 years in senior technical advisory roles.Strong experience with CBCPCs, referral pathways, safeguarding, and community-based protection.Experience with Government, UN, and International Donor-funded projects. Experience with Humanitarian coordination mechanisms is preferred.Skills and CompetenciesStrong technical understanding of child protection systems and safeguarding.Excellent training, mentoring, coordination, and stakeholder engagement skills.Strong analytical, reporting, documentation, and quality assurance skills.High integrity, accountability, confidentiality, and commitment to child rights.Language RequirementsFluency in Bangla and English is required.Knowledge of Chittagonian, Rohingya dialect, or local languages of Chattogram/Cox's Bazar/CHT areas is an advantage.Safeguarding and Ethical ComplianceThe position involves work with children, vulnerable communities, and sensitive protection information. The selected candidate must fully comply with HRF Bangladesh's safeguarding, confidentiality, PSEA/SEA-SH, data protection, and ethical reporting standards. Any misconduct or safeguarding breach may result in disciplinary action, including termination.
