Project Overview
HRF Bangladesh is preparing for an anticipated child protection systems-strengthening project focused on strengthening and reactivating Community-Based Child Protection Committees (CBCPCs) across Rohingya camps and selected high-risk districts in Bangladesh.
The project aims to support Government-led child protection systems through community coordination, volunteer mobilization, safeguarding compliance, referral linkage support, monitoring, documentation, and evidence-based reporting.
Purpose of the Position
The MEAL Manager will lead the project's Monitoring, Evaluation, Accountability, and Learning (MEAL) system to ensure accurate tracking, verification, analysis, documentation, and reporting of project results and deliverables.
The role will oversee indicator tracking, data quality assurance, field monitoring, accountability integration, learning processes, and donor reporting. Working closely with the MIS Manager and technical teams, the position will ensure reliable databases, dashboards, and evidence systems to support quarterly reporting and payment-linked deliverables.
Key Responsibilities
MEAL System Leadership
Design and manage the overall MEAL framework, indicators, monitoring plans, reporting schedules, and data verification systems.
Develop tools for CBCPC mapping, volunteer tracking, meeting monitoring, referrals, safeguarding, and community engagement.
Ensure alignment with donor requirements, project objectives, safeguarding standards, and CBCPC SOPs.
Support evidence-based management reviews and donor reporting.
Monitoring and Results Measurement
Track indicators related to CBCPC functionality, community engagement, referrals, volunteer mapping, safeguarding, and capacity building.
Develop indicator reference sheets and reporting guidance for consistent data collection across locations.
Verify field evidence, including attendance sheets, meeting minutes, referral records, and tracking forms.
Analyze progress, identify gaps, and recommend corrective actions.
Data Quality Assurance (DQA)
Conduct routine data quality checks, spot checks, field verification, and consistency reviews.
Ensure project data is complete, accurate, timely, and verifiable.
Lead quarterly data validation before donor reporting and payment claims.
Coordinate with the MIS team on database management, data cleaning, validation rules, and dashboards.
CBCPC Functionality Monitoring
Monitor CBCPC performance against approved standards, including membership composition, meeting regularity, referral practices, documentation quality, and community participation.
Assess progress toward functional and sustainable community-based child protection structures.
Capture both quantitative and qualitative changes through monitoring tools.
Reporting and Documentation
Lead preparation and quality assurance of monthly, quarterly, donor, and final project reports.
Ensure reporting includes achievements, challenges, lessons learned, and corrective actions.
Support preparation of evidence packages linked to project deliverables and payment milestones.
Accountability and Feedback Mechanisms
Integrate complaints, community feedback, safeguarding concerns, and accountability trends into MEAL systems.
Maintain confidentiality and ethical handling of sensitive information.
Support corrective action tracking and community-informed project adaptation.
Learning and Adaptive Management
Facilitate learning reviews and document best practices, implementation challenges, and lessons learned.
Produce learning briefs, evidence summaries, and recommendations for project improvement and sustainability.
Support adaptive management and evidence-based decision-making.
Field Monitoring and Team Support
Conduct regular field visits to project locations
Provide mentoring and technical guidance to MEAL, MIS, and field teams on data collection, reporting, and verification.
Support proper use of Kobo/ODK tools and monitoring systems.
MIS and Data Protection
Support development of secure, user-friendly digital data systems and dashboards.
Ensure safe handling of sensitive and personally identifiable information.
Maintain compliance with organizational and donor data protection standards.

Minimum 8-10 years of relevant MEAL experience.At least 4-5 years in a senior MEAL leadership role.Experience managing MEAL systems for large-scale, multi-location donor-funded projects.Experience with multi-donor funding and projects, including UN, International Donors, and the Government of BangladeshExperience in child protection, Rohingya response, GBV, or community-based programming is an advantage.Skills and CompetenciesStrong knowledge of MEAL systems, RBM, indicators, DQA, and donor reporting.Proficiency in KoboToolbox/ODK, Excel, Power BI/Tableau, and database management.Strong analytical, reporting, coordination, mentoring, and documentation skills.Understanding of safeguarding, accountability, confidentiality, and ethical data management.Ability to work under pressure and manage multiple deadlines with high accuracy.LanguageFluency in Bangla and English is required.Knowledge of Chittagonian, Rohingya dialect, or local languages is an advantage.Child Safeguarding and Ethical ComplianceThe position involves work with vulnerable children and sensitive child protection information. The selected candidate must comply with HRF Bangladesh's safeguarding, confidentiality, data protection, and PSEA/SEA-SH policies. Any violation of safeguarding or ethical standards may result in disciplinary action, including termination.
