Job Description

Organization: Human Relief Foundation (HRF), Bangladesh

Project Type: Anticipated Donor-Funded Child Protection Project

Duty Station: Primarily Dhaka, with extensive field travel

Duration: Up to 24 months (subject to donor approval and funding availability)

Reports To: Team Leader

Supervises: MIS Officer and assigned data/IT support staff

Project Overview

HRF Bangladesh is preparing for an anticipated child protection systems-strengthening project focused on strengthening and reactivating Community-Based Child Protection Committees (CBCPCs) across Rohingya camps and selected high-risk districts in Bangladesh.

The project aims to support Government-led child protection systems through community coordination, volunteer mobilization, safeguarding compliance, referral linkage support, monitoring, documentation, and evidence-based reporting.

Purpose of the Position

The MIS Manager will lead the design, development, implementation, and maintenance of a secure, user-friendly MIS system for the project.

The role ensures that all project data is accurate, up to date, validated, and usable for operational management, MEAL reporting, and donor compliance. The MIS Manager will also ensure safe handling of sensitive data, including Personally Identifiable Information (PII) and child protection-related records, in line with safeguarding and data protection standards.

Key Responsibilities

MIS System Design and Database Management

  • Design and manage the project MIS architecture for CBCPCs, volunteers, and field activities

  • Develop coding systems, unique IDs, data structures, and validation rules

  • Maintain a central database covering 12,000+ CBCPCs and associated records

  • Enable automated reporting by location, committee status, and key indicators

Digital Data Collection Systems

  • Develop digital data collection tools using KoboToolbox, ODK, Google Forms, or similar platforms

  • Design forms for CBCPC mapping, volunteer tracking, meetings, training, and referrals

  • Ensure data quality through skip logic, validation rules, GPS tagging, and duplication checks

  • Train field staff and MIS Officer on data collection and reporting tools

Dashboards and Reporting

  • Develop real-time dashboards for project monitoring and decision-making

  • Track CBCPC functionality, volunteer coverage, training progress, and field activities

  • Provide regular dashboard summaries for management and technical teams

  • Identify gaps, delays, and underperforming areas through data analysis

Data Quality Assurance

  • Implement data cleaning, validation, and verification systems with MEAL team

  • Conduct routine checks for errors, duplicates, missing data, and inconsistencies

  • Produce data quality reports and corrective action plans

  • Support quarterly validation of data for donor reporting

Data Security and Protection

  • Ensure secure storage, access control, and regular backup of all data

  • Implement data protection protocols for sensitive and child-related information

  • Manage user roles and ensure confidentiality standards are strictly followed

  • Prevent unauthorized access, misuse, or data loss

Reporting and Donor Deliverables

  • Produce datasets, dashboards, charts, and summaries for monthly and quarterly reporting

  • Support donor reporting with verified evidence packages

  • Generate updated lists of CBCPCs, volunteers, meetings, and referrals

  • Ensure timely and accurate reporting aligned with project indicators

Field Support and Troubleshooting

  • Provide technical support to field teams and MIS Officer

  • Resolve issues related to forms, syncing, data entry, and system errors

  • Conduct field visits for capacity building and system troubleshooting

  • Develop user manuals and guidance materials

MEAL and Safeguarding Integration

  • Align MIS systems with MEAL indicators and reporting frameworks

  • Ensure safe handling of complaint and feedback data in anonymised formats

  • Work with safeguarding and GBV teams to avoid collection of unsafe data

  • Ensure compliance with Do No Harm, PSEA/SEA-SH, and child protection standards

Knowledge Management

  • Maintain structured digital repositories for tools, datasets, and reports

  • Ensure version control of all forms, databases, and dashboards

  • Document lessons learned and system improvements

  • Support learning reviews and evaluations through data analysis

Job Requirements

6-8 years of experience in MIS, database management, or data systemsAt least 3 years in a managerial or technical lead roleExperience managing large-scale multi-location datasetsStrong experience with KoboToolbox/ODK, Excel, Power BI/Tableau, and SQL preferredExperience in child protection, humanitarian, or donor-funded projects is an advantageExperience with UN agencies or government-linked systems is preferredStrong database design, dashboard development, and data visualization skillsAdvanced Excel, Power BI/Tableau, and data management skillsKnowledge of MEAL systems and donor reporting requirementsStrong understanding of data protection and confidentiality principlesAbility to train and support field teams with low digital literacyStrong analytical, problem-solving, and reporting skillsHigh integrity, accuracy, and attention to detailAbility to manage deadlines and multiple prioritiesLanguage RequirementsFluency in Bangla and English is requiredKnowledge of Chittagonian, Rohingya dialect, or local languages is an advantageChild Safeguarding and Ethical ComplianceThe position involves work with vulnerable children and sensitive child protection information.The selected candidate must comply with HRF Bangladesh's safeguarding, confidentiality, data protection, and PSEA/SEA-SH policies. Any violation of safeguarding or ethical standards may result in disciplinary action, including termination.
