Job Description

Friends in Village Development Bangladesh (FIVDB) is going to implement ECHO funded under its Humanitarian Preparedness and Response Program, Cox's Bazar in partnership with Plan International Bangladesh. The duration of the project implementation by FIVDB is 23 Months (to be extended subject to the provision of project extension afterward). The position will be recruited to implement the project based at the Field Office at Ukhia with substantial field activities at different camps and host communities. The job is contractual for the project period with a three (3) months’ probation period.

Job Responsibilities

The Technical Coordinator- Protection will be responsible for supporting the designing and following up with the technical aspects of the project implementation, strengthening the referral system as well as providing capacity building, and technical expertise. Communication with the community is the core component of the program including awareness-raising activities (sessions, broadcast), life skills, and advocacy activities to promote CPIE standards. S/he will be responsible for the executing activities at field level under the guidance of Project Coordinator (PC) with the assistance of Program Manager, Gender Specialist, and Technical Team of Plan International Bangladesh. S/he will maintain effective coordination with Case Management Officers, Education Officers, Child Protection Officers, M&E Officer, and Technical Officers of the Project.

Key Area of responsibilities:

Technical Support and Project Implementation:

  • Ensure case management and community-based child protection mechanism strengthening through the establishment of psychosocial activities for children and youth, youth engagement, and community empowerment.
  • Supervise and provide ongoing mentoring to Officers executing life skills and awareness-raising sessions (CPIE, youth engagement, GBV, SRHR, UASC, DRR, Climate resilience).
  • Collaborate with Plan International Bangladesh’s EiE specialist to develop programmatic tools, design training sessions, and IEC material and design puppet shows which aid the delivery of inclusive and gender responsive program as per project requirement.
  • Conduct and supervise child protection case management and CBCPG activities, including bi-weekly case management meetings for sharing case experiences among Case Workers, case supervision for CM Officers using CP Case Management Supervision tools, coordination with relevant agencies, and monitoring of community engagement and awareness-raising activities responding to adolescent needs.
  • Supervise and monitor the psychosocial activities ensuring Child protection minimum standards, child safeguarding policies, child/youth participation and gender balance with a particular focus on Education in Emergencies (EiE) and Child Protection in Emergency (CPiE).
  • Lead advocacy activities (campaign, radio broadcast), theatre-based protection interventions and PALS sessions.
  • Ensure effective risk management, proper documentation, and timely escalation of implementation challenges, safeguarding concerns, and operational issues to management.
  • Support in preparing progress reports as per detailed implementation plan.
  • Ensure implementation is aligned with ECHO compliance requirements, humanitarian principles, safeguarding standards, accountability commitments, and donor visibility guideline.
  • Any other task assigned by supervisor.

Monitoring, Evaluation, Research and Learning (MER&L):

  • During field visits, verify and validate the authentication of provided information, data, process of group formation, documentation, maintenance of register, fill-up event report, and others compliance issues etc.
  • Ensure community feedback loops are integrated into project monitoring.
  • Contribute to reporting (data collection, and narrative report) accordingly to donor/projects requirements.
  • Support regular review of project progress, implementation challenges, and learning to ensure adaptive and quality implementation.
  • Document best practices, success stories and support the development of opportunities for shared learning within and across teams

Capacity building:

  • Provide capacity building support to field staff, including designing and facilitating staff capacity building plans and appraisals.
  • Conduct quarterly competency assessments, develop individualized capacity improvement plans, and share them with the PIB Technical Team for further staff capacity development.
  • Initiate staff training, meeting, advocacy events in consultation with PC and in coordination with Technical Support Team of Plan International Bangladesh.
  • Contribute to recruitment of volunteers with support from supervisor.
  • Provide on-the-job coaching and support to officers in technical aspects of the program.

Administrative financial management:

  • Provide technical support to the team to process purchase orders, keep records, and track those with the relevant department and communicate with the respective team members to ensure timely completion.
  • Support in preparing costed work plan and to revise budget
  • Facilitate internal communication with HR, Finance and other support services for smooth operation of project.

Coordination and External Representation:

  • Hold monthly/quarterly review and coordination meetings with the project team.
  • Represent FIVDB with donor and other relevant agencies at Ukhia/Cox’s Bazar level.
  • Maintain effective coordination with sector coordination platforms, CiCs, local administration, and relevant stakeholders and actively participate in the relevant Sector, Sub-Sector and working group coordination meetings at camp level.

Job Requirements

Age 25 to 50 years Minimum 5 years of experience working with adolescent girls and boys in adolescent clubs and with children in child-friendly spaces (recreational activities), engagement with community-based groups and youth clubs, Awareness-raising activities, advocacy, young married women group and strong knowledge and understanding on Education in Emergencies (EiE), CPiE issues, specially within the Rohingya camp settings in cox’s bazar.Good knowledge and understanding of Do No Harm principles and other humanitarian standards, including INEE minimum standards.Comprehensive understanding of the Humanitarian architecture of the Rohingya Response its operating and regulatory environment.Good understanding of gender equality, inclusion, safeguarding, and accountability principles in humanitarian programming.Knowledge and understanding of FIVDB’s vision, mission values.Experience in implementing programs focusing on: working with vulnerable children, refugees, youth engagement,Proven project management skills, including in management, activity plan, monitoring, and evaluation for child protection projects.Internal Contact: Program Coordinator, Technical Coordinator(s), M & E Officer, Technical Officer(s), Admin & Finance Officer, Central OfficeExternal Contact: Plan International Technical Team, Plan International Finance and Operation Teams, UNO, Upazilla and district Education Office, CiC, ACiC & Site Management, Education Sector Representatives, Cox’s Bazar, Rohingya refugees and host communities, Camp and host level stakeholdersAbility to work independently and as a team player who demonstrates leadership and is able to support and train local staff and also able to work with disaster-affected communities in a sensitive and participatory manner.Strong planning, budgeting, financial management, administrative, project management, implementation, information management, telecommunication skills and program development skills.Strong leadership, supervisory and coaching skills, and able to support and train staff to work with disaster affected communities in a sensitive and participatory manner.Strong ability to communicate clearly and sensitively with internal and external stakeholders as a representative of organization.Strong negotiation and networking and coordination skills.Demonstrates skill on problem-solving, decision making.Analytical and critical thinking skills.Ability to juggle multiple priorities simultaneously and take initiatives.Experience on designing and delivering training, workshop and other capacity building initiatives with a variety of audiences.A positive and friendly personality who collaborates well with others, works with trustworthiness and integrity and has a strong commitment to organization’s core values and humanitarian principles.Has a capacity to make accurate self-assessment particularly in high stress and high security contexts.Proficiency in MS Word, Excel, Word and Power Point.Fluency in English and Bangla both reading and writing.Ability to prepare and review reports independently.Desirable:Experience in humanitarian settings, particularly with refugees or IDPs.Experience in managing humanitarian projects in Education in Emergencies and Child Protection in Emergency.Strong knowledge of Chittagonian or Rohingya language. Understanding and speaking local language of Cox’s Bazar or Chittagong is an advantage.Experience of conducting education and CP needs assessments.Knowledge of policies and procedures, Sphere and the Red Cross/NGO Code of Conduct.Child protection, gender equality and inclusion:Ensures that FIVDB and Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and FIVDB and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
