Project Context:
FIVDB is implementing an Education project in partnership with the International Rescue Committee (IRC), funded by multiple institutional donors for both the Host and Rohingya communities in Bangladesh. The project is currently supporting children aged 3–18 years to ensure access and quality support of educational activities in the mentioned community along with other focuses like inclusion, children with disabilities, and gender.
Purpose of the Position:
The M&E Officer is responsible for the delivery and management of technical expertise, ensuring high quality and timely inputs, and for ensuring standard of project activities and its strategic vision for attaining project objectives and goals result in the achievement of its intended outputs in a cost effective and timely manner. S/he will be responsible for leading the activities of MEAL through planning, implementing and managing the delivery of policies, reports, knowledge of services and other results approved in the project document or periodical/annual work plans. S/he will also closely work with operations unit at Cox's Bazar, different cluster including the protection working group, UN agencies, relevant government officials, private sector, non-government and civil society organizations.
The M&E Officer is responsible for the program in Cox's Bazar, for 1. Supporting the development and harmonization of effective monitoring and documentation tools and systems, 2. Supporting the treatment, analysis and reporting of data related to implemented projects, 3. Developing survey tools and methodologies. The MEAL Officer will also provide support in capacity building and training activities on monitoring, evaluation, documentation and lesson learning.
Major Responsibilities:
Ensure quality monitoring and documentation at the program level and build a nationwide system that captures and presents results
Develop MEAL Plan based on the Result Framework and Detailed Implementation Plan (DIP).
Contribute to the review and development of global and sartorial monitoring and evaluation plans and strategies, ensuring cross-cutting issues are well integrated
Design tools and SOP aimed at monitoring project activities implementation against the work plan and logical framework, ensuring that programs have SMART (Specific, Measurable, Achievable, Realistic and Time bound) indicators
Support program coordinators, project managers and finance officer with data analysis and the production of high-quality, evidence-based, donor-compliant reports (monthly, quarterly, annual and final) and documentation in a timely manner to accurately reflect field level conditions and programming progress.
Ensure the on-time execution of project monitoring, accountability (to both donors and beneficiaries).
Ensure timely execution of evaluation events including but not limited to needs assessments, baseline survey, audits, final evaluation, data quality audits, and field supervision.
Train, support or participate in baseline assessments to inform program design Scope of Work for evaluation teams.
Conduct regular data quality checks, including field visits and spot checks, to ensure accurate and reliable data collection and reporting.
Provide training and assistance to develop staff skills in participatory and qualitative design, monitoring approaches, to implement realistic monitoring plans that capture quantitative and qualitative data for comparison against a project's targets.
Work with program coordination to support and train staff in applying lessons learned, case studies and follow up on progress through monitoring and providing on-going support.
Carry out daily monitoring visits, focus group discussions, participatory assessments, key informant interviews, information collection and management plans and standards, ensuring appropriate treatment of sensitive information and providing real-time feedback to align with project goals.
Coordinate joint field visits with the program team to support quality assurance and resolve any issues.
Assess individual protection issues captured or identified during daily activities and make appropriate referrals for services to humanitarian or other actors as per the referral pathway or best practices
Set up a functioning Complaints and Response Mechanism
Maintain organized and up-to-date evidence and proper documentation and securely store any protection data collected (hard and soft copies).
Ensure adherence to ethical standards in data collection and reporting.
Complete daily reporting on findings
Support in the recruitment and onboarding of project staff, volunteers and any incentive workers.
Manage the MEAL-specific schedules, timelines, budgets, and forms, aligning all activities within the working area in line with the Workplan.
Ensure the Feedback Complaint Response Mechanism (FCRM) is functional and accessible to beneficiaries.
Age 25 to 50 years Master of Social Science (MSS) in English Literature, Development Studies, Mass Communication, Public Health, Disaster Management or any other relevant discipline.Applicants should have at least 3 years of experience, including work with NGOs/INGOs, and a minimum of 2 years in a similar position.Both males and females are allowed to apply.Dynamic individual with a demonstrated ability to achieve results in a demanding and difficult environment.Practical, quick, reasoning skills; must be able to communicate with all parties of the project.Demonstrated ability in people management.A team player; committed to motivating and leading staff.Clear understanding of the working of major donors and their perspective, requirements and standard.Able to work and manage in a hardship post and willingness to frequently travel in and out of field.Excellent command on writing in both English and Bangla language.Prior experience of working in greater Chittagong Division and knowledge.Understanding of local culture.Good behavior with the coworkers.Should not be involved in any illegal behavior, such as theft, illegal drug use, intoxication, or violence, are grounds for immediate termination.DesirableAbility to work independently and as a team player who demonstrates leadership and is able to support and train local staff and also able to work with disaster affected communities in a sensitive and participatory manner.Strong team management, staff capacity building and motivation skills in teamwork and networking.Works with trustworthiness and integrity and has a clear commitment to FIVDB's core values and humanitarian principles.Has basic awareness and sensitivity to gender and diversity.Able to adopt the use of digital technology to facilitate innovative strategies for shared learnings across all stakeholders.Skilled in Dashboard preparation, Mwater, Infographic presentation and SPSS.EssentialFluency in English and Bangla (both reading and writing).Proficiency in Chittagong language and/or Burmese language will be considered an advantage.Proficiency in KOBO and Microsoft Office Applications, especially in MS Word and MS Excel.Good knowledge and understanding of humanitarian principles and internationally recognized child protection minimum standards.Must demonstrate strong creative thinking and effective management of space, materials, timetables and event planning.In depth knowledge of child rights, child well-being and psychosocial needs.
