Job Description

NRBC Bank PLC. is a fast-growing, tech-driven private commercial bank in Bangladesh committed to fostering economic growth through secure, transparent, and innovative banking solutions. As part of our strategic vision to achieve world-class compliance standards and expand our global banking footprint, we are establishing a specialized Trade-Based Money Laundering (TBML) Prevention Unit within the AML & CFT Division. We are seeking a highly analytical, seasoned compliance professional to lead this critical second-line oversight function:

Position Details:

Division: AML & CFT Division

Rank: First Assistant Vice President (FAVP) to Assistant Vice President (AVP)

Location: Head Office, Dhaka, Bangladesh.

Major Responsibilities of Unit Head, TBML Unit (FAVP-AVP):

1. Policy formulation and structural development.

  • Develop/update of banks Trade AML, Sanctions, RMA, Correspondent Banking due diligence policy/guidleine.

  • Keep updated on latest AML & CFT developments and current trends of Trade Based Financial Crimes risk from regulators or international banking compliance bodies.

  • Monitor bank uses the four level of risk management tools and structures as per regulatory requirement.

2. Post-Transaction Monitoring & Reporting

  • Conduct the post-facto review and forensic analysis of closed/settled trade transactions (LCs, open accounts, guarantees) randomly to detect complex patterns of TBML, including over/under-invoicing, phantom shipping, and multi-invoicing.

  • Randomly oversee independent post-shipment verification, including vessel voyage tracking, port-of-call analysis, and dual-use goods categorization using advanced global maritime and commodity pricing databases.

  • Evaluate and investigate escalated trade anomalies, compiling comprehensive case files to file high-quality Trade-Based Suspicious Transaction Reports (STRs/SARs) to the BFIU via the goAML portal.

3. Sudden Inspections & Operational Governance

  • Formulate and execute a risk-based schedule for unannounced, sudden on-site inspections of the Trade Operations Department, AD branch, International Division and centralized trade hubs.

  • Audit trade documentation workflows to ensure front-line teams are strictly executing customer due diligence (CDD/EDD) and complying with BFIU Circular No. 24 and other directives.

  • Identify control gaps, issue Corrective Action Plans (CAPs) to operational units, and track remediation progress for senior management review.

4. Correspondent Banking & RMA Oversight

  • Conduct independent, second-line compliance reviews of all Relationship Management Applications (RMA) and correspondent banking profiles initiated/updated by the International Division.

  • Ensure International Division reviews periodically of those RMA and Correspondent Banking profiles. 

  • Validate the completeness and accuracy of Wolfsburg Correspondent Banking Due Diligence Questionnaires (CBDDQ) for foreign partner banks to prevent nested or shell bank exposures.

  • Monitor downstream financial flows through Nostro and Vostro accounts to ensure compliance with FATF Recommendation 13 and local regulations.

5. Technology Optimization & Capacity Building

  • Drive the effective and efficient calibration of the bank`s automated Trade-Based Financial Crime (TBFC) prevention and screening tools to minimize false positives while maximizing risk detection.

  • Keep abreast of evolving global sanctions (OFAC, UN, EU) and update internal trade risk typologies accordingly.

  • Design and deliver specialized, advanced TBML red-flag training for Trade Operations related officials of the bank.

Educational Qualifications:

  • Master’s degree in Business Administration, Finance, Marketing, Economics, Law, Banking, or a related discipline from a reputed university.

  • Professional banking qualifications and relevant certifications (CAMS, CGSS, CEAF, CTFP, CDCS, and CETS) will be considered an added advantage.

  • No 3rd Division/Class or equivalent CGPA/GPA in any academic record is acceptable.

Job Requirements

Minimum 8 to 10 years of active commercial banking experience, with at least 3–4 years dedicated strictly to Trade Compliance, Trade Operations or AML/CFT oversight functions.The professionals who commenced their career from MTO/PO will get preference.Proven track record in conducting trade-based financial investigations or managing trade operations service desks.Thorough, practical knowledge of the Money Laundering Prevention Act 2012 (amended 2015), BFIU Circular 24, FATF Recommendations, Wolfsburg Principles, and OFAC/UN sanctions regimes.Deep understanding of trade instruments (LCs, Doc Collections, Incoterms, Swift messaging syntax like MT700, PAC8, PAC9 series).Familiarity with trade compliance software, data analytics, vessel tracking tools, and pricing verification platforms.Strong leadership, conflict management, and report-writing skills, with the ability to confidently present findings to executive committees and regulatory inspectors.Age Limit : Maximum 40 years as on 08/08/2026
