The BRAC Pooled Fund initiative, funded by the UK Foreign, Commonwealth & Development Office (FCDO), is implementing the 8.5-month SHIFT (Sustainable WASH and Humanitarian Innovation for Local Transformation) Consortium project to serve Rohingya refugees and vulnerable host communities in Cox`s Bazar. The project aims to improve access to safe, inclusive, and sustainable Water, Sanitation and Hygiene (WASH) services for these communities. It also strengthens the capacity of local partners to deliver quality, accountable, and sustainable humanitarian services. Led by BRAC in partnership with national and women-led organisations, the consortium promotes locally led humanitarian action through strengthened institutional capacity, leadership, and community engagement.
Ensure donor resources translate into meaningful programme impact through effective grant management and accountability. The Senior Manager, Grants Management will provide strategic and operational stewardship of grants, sub-grants, and contracts for the SHIFT FCDO-funded WASH programme, ensuring compliance with FCDO requirements, BRAC policies, and Pooled Fund grant management standards across the consortium.
Key Responsibilities:
Shape grant management strategy for the FCDO WASH project by contributing to programme strategy discussions and representing the programme in donor forums, including delegated contract negotiations with FCDO.
Ensure timely resolution of internal and external grant audit findings by coordinating corrective actions and follow-up measures.
Coordinate financial and narrative reporting processes with FCDO/Pooled Fund staff, Senior Manager MEAL, Consortium Lead, and partners to ensure integrated, accurate, and timely submissions while tracking changing donor requirements.
Facilitate donor and consortium engagement through Kick-Off meetings, monthly/quarterly Grant Review Meetings, project close-out processes, and resolution of escalated donor-related issues.
Ensure compliance with FCDO requirements by monitoring budgets, expenditures, eligible costs, procurement procedures, safeguarding, PSEAH, and anti-fraud standards, while supporting resolution of complex compliance issues.
Identify and mitigate grant compliance risks by reviewing donor contracts, amendments, calls for proposals, and recommending appropriate risk mitigation measures.
Manage sub-grant agreements with consortium partners by ensuring completion of partner vetting, compliance with FCDO requirements, use of approved templates, and timely disbursement processes.
Monitor grant budgets, expenditure trends, and portfolio performance by analysing variances, recommending cost controls, supporting proposal budget reviews, and ensuring appropriate use of budgeting processes and templates.
Lead grant and sub-grant performance monitoring through grant management systems, regular reviews, milestone tracking, KPI reporting, and escalation of unresolved issues to management.
Ensure accurate sub-grant financial reporting through regular financial monitoring visits, spot checks, and integration of partner reports into donor submissions.
Maintain grant management systems and records by documenting payments, amendments, billing spreadsheets, cost allocation reports, and preparing monthly, quarterly, and annual financial and portfolio reports.
Strengthen grant management capacity of consortium partners and junior grants staff through training, guidance on FCDO compliance requirements, and continuous professional development.
Safeguarding Responsibilities:
Ensure the safety of Programme Participants, people who come into contact with the organization and team members from any harm, abuse, neglect, harassment and exploitation, including sexual exploitation and abuse (SEA), to achieve the programme`s goals of safeguarding implementation. Act as a key source of support, guidance, and expertise on safeguarding for establishing a safe working environment.
Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action
Follow the safeguarding reporting procedure in case any reportable incident takes place, and encourage others to do so.
Minimum 8 years of experience in grants management, financial compliance, or related field, preferably in donor-funded consortium and humanitarian programmes.
