Junior Engineer, Disaster Risk Reduction (DRR), HCMP

BRAC is an international development organisation founded in Bangladesh in 1972 that partners globally with over 100 million people living with inequality and poverty to create opportunities to realise their potential.

This position is responsible to plan, implement, supervise, and monitor construction repair and maintenance activities and site development/improvement activities under DRR unit supervision and closely coordination with SMS, Shelter (S-CCCM) and other stakeholders.

MAJOR RESPONSIBILITIES:

• Prepare and monitor project work plans, implementation schedules, and technical activities to ensure timely delivery of disaster-resilient infrastructure interventions.

• Conduct technical assessments and support the development of prioritization tools to identify vulnerable infrastructures and facilities requiring repair, retrofitting, reconstruction, or protective works.

• Develop and review civil, structural, electrical, plumbing, sanitary, and detailed working drawings in accordance with project requirements and engineering standards.

• Prepare cost estimates, Bills of Quantities (BoQs), technical specifications, and related documentation for facilities, infrastructures re/construction or repair and maintenance.

• Supervise and monitor construction, rehabilitation, and maintenance activities to ensure compliance with approved designs, technical specifications, quality standards, and project timelines.

• Coordinate with Government of Bangladesh officials (CiC, ACiC, etc.), external stakeholders, and internal support units for site selection, assessments, approvals, and timely project implementation.

• Review and approve contractor work progress, site variations, material testing, and payment claims after ensuring compliance with quality standards, specifications, and safety requirements.

• Ensure adherence to approve sectoral or national/international engineering standards, occupational health and safety measures, environmental safeguards, and proper waste management practices at construction sites.

• Monitor project progress, identify implementation risks and technical challenges, and recommend practical solutions in coordination with contractors and relevant stakeholders.

• Verify beneficiary and participant information, attendance records, and supporting documentation to ensure accurate, transparent, and compliant payment processing in line with project and donor requirements

Safeguarding:

• Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme`s goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.

• Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action. 

• Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.

Age At least 18 years 1 year experience in relevant field.KNOWLEDGE: Strong understanding of BRAC’s values and mission, humanitarian and development sectors, and the local refugee context to identify potential risks and threats. Proficient in MS Office applications and basic civil engineering software (Essential).SKILLS: Budgeting, communication, report writing, monitoring and supervision, and effective implementation of project activities.COMPETENCIES: Ability to facilitate group meetings, manage timelines efficiently, and communicate fluently in both Bangla and English, both verbally and in writing. Capable of handling critical issues through effective coordination with relevant stakeholders.
