Job Description

Nature of the consultancy:

  • Support the Shelter unit to ensure the quality of the shelter projects, construction, community mobilization, Coordination, and Capacity building.

Job Location: Ukhiya and Teknaf, Cox’s Bazar District, Bangladesh

Job Responsibilities:

  • Assist in the planning, direct implementation, and monitoring of the Shelter constructions, shelter training/orientation/awareness raising sessions, repair and maintenance of shelters, construction of temporary facilities, and regular monitoring activities in line with planned project timeline and set project objectives.

  • Ensure maintenance of project records, distribution lists, need assessment forms, beneficiary selection criteria, training attendance sheets, labour attendance sheets, and stock records, and assist in compiling documents required for project implementation.

  • Identify, collect, and document the best practices and disseminate them at appropriate levels.

  • Assist in the preparation of technical design documents, drawings, Bills of Quantities (BoQs), and other technical documents necessary to implement the Shelter/ NFI programmes.

  • Provide guidance and support on programmatic and capacity-building-related activities internally and externally for partner NGOs.

  • Undertake regular field visits to project intervention areas and prepare subsequent monitoring and progress reports, providing quality, timely, accurate data analysis and related updates.

  • Represent Shelter/NFI in relevant field coordination meetings and maintain programmatic relationships with refugees, community representatives, NGO partners, government authorities, and other relevant actors at the field level. Take minutes of the meeting and keep track of those action points for follow-up and reporting purposes.

  • Coordinate with the different stakeholders (Site Management and Site Development, Water, Sanitation and Hygiene (WASH), Protection and Infrastructure, among others) and other shelter actors in the field to ensure the smooth implementation of Shelter/NFI programmes.

  • Promote and facilitate the integration of cross-cutting issues such as environment, gender, children, Gender-Based Violence (GBV), and other vulnerable groups in the project`s implementation.

  • Promote and facilitate the use of feedback and complaints mechanisms for beneficiaries through meetings, community interactions, door-to-door visits, and regular focus group discussions, among other methods, to assess the impact and quality of activities.

  • Perform other duties as required and assigned.

Performance indicators for the evaluation of results:

  • A review report of the Shelter projects with recommendations for improvement is available.

  • Shelter Performance report focusing on the Lime Stabilized Soil (LSS) Shelter, TSS and MTS

  • Communication, Collaboration, and coordination with the relevant stakeholders.

  • Capacity Building of Carpenters and Rohingya Volunteers.

Job Requirements

Experience in projects for the implementation of building design, managing small to medium-scale construction, and community-based projects.Field experience in Shelter/NFI response programming, needs assessment, data collection, community mobilization and sensitization, distribution, orientation/training, shelter upgrade guidance, monitoring, and review. Experience with International Organizations and/or Non-Governmental Organizations (NGOs) Knowledge and training in local engineering concepts and experience in shelter projects, designing and constructing relevant facilities in refugee camps, and field construction methodology is an advantage.In-depth knowledge of distribution (non-food items and shelter construction materials), community mobilization and sensitization activities, training on shelter DRR, fire safety, and technical guidance/follow-up.Strong coordination, negotiation, mobilizing, facilitation, and communication skills. Proficient in computer applications and knowledge of the use of IT gadgets, Kobo, and SCOPE /GDT platforms.Ability to work effectively and harmoniously within a team of colleagues from various cultures and professional backgrounds.
