Job Description

WAVE Foundation is a national Civil Society Organization (CSO) established in 1990. Since its inception, the organization has been implementing a broad range of development interventions aimed at improving the socio-economic conditions of poor and marginalized communities while promoting human rights, social justice and good governance. As part of its Community Development and Youth Empowerment portfolio, WAVE has extensive experience in skills development, entrepreneurship promotion, employment facilitation and market-oriented capacity building to support vulnerable communities in accessing economic opportunities and pursuing sustainable livelihoods.

 

WAVE Foundation is currently implementing the Economic Acceleration and Resilience for NEET (EARN) Project in 10 districts across the Sylhet and Chattogram Divisions under Package S-14 (Sylhet Division) and Package S-9.3 (Chattogram Division). In Sylhet Division, the project is being implemented in the districts of Sylhet, Moulvibazar, Habiganj, and Sunamganj, while in Chattogram Division, it covers the districts of Feni, Lakshmipur, Cumilla, Noakhali, Brahmanbaria, and Chandpur. Through these assignments, WAVE Foundation is contributing to the establishment and operation of 1,250 Village Level Training Centers (VLTCs), which are expected to provide market-responsive skills development, employment support, and entrepreneurship services to more than 175,000 young women and men.

 

Project Details:

 

The Economic Acceleration and Resilience for NEET (EARN) Project is a flagship initiative of the Government of Bangladesh, implemented by the Department of Youth Development (DYD) under the Ministry of Youth and Sports (MoYS) with financial support from the World Bank. The project is being implemented in 250 rural upazilas across Bangladesh to enhance the employability and economic resilience of NEET youth (Not in Education, Employment, or Training), particularly women. Through an integrated approach, the project provides market-responsive skills development training, socio-emotional behaviour (SEB) and entrepreneurship development training (EDT), internships and apprenticeships, employment and self-employment support, mentorship, seed financing for eligible entrepreneurs, and community-based social mobilization to create an enabling environment for youth economic participation and empowerment.

 

Job Summary

 

The Admin and Accounts Officer will handle daily financial transactions, book-keeping, payroll, and core office administration. They ensure compliance with local regulations like VAT and tax, support internal/external audits, and manage general logistics, procurement, and staff records. Specific Responsibilities

 

·       Maintain cash books, bank books, general ledgers, and prepare vouchers and bills.

  • Perform monthly bank reconciliations and verify financial statements.

  • Prepare monthly, quarterly, and annual financial statements.

  • Support budgeting, forecasting, and variance analysis.

  • Process staff salaries, allowances, and vendor bills while checking proper documentation.

  • Ensure local financial practices follow standard rules, including basic withholding tax and VAT requirements.

  • Prepare monthly/yearly expenditure reports and assist internal or external auditors.

·       Prepare compliance with internal control procedures and finance policies.

·       Support administration and logistics issues

  • Manage office supplies, utility bills, maintenance, and asset inventory records.

  • Assist in local market quotations, vendor selection, and purchase requisition processing

  • Keep staff attendance, leave registers, and personnel files updated.

  • Handle official communication, filing systems, and liaison tasks.

  • Answer phone calls, sort Email and greet office visitors.

  • Coordinate travel managements, meetings and schedules

  • Performs other works assigned by the Management;

Job Requirements

Age At most 45 years Professional ExperienceMinimum 05 years of professional experience in successfully managing and implementing donor funded projects as Admin and Accounts Officer, Reporting, and Documentation.Management Experience: 4-7 years in a supervisory or managerial role. Competencies and Skills:The candidate should demonstrate the following competencies and skills:Good Knowledge in finance, accounts vat and tax procedures.Good analytical ability, time management & record management skill.Strong communication and negotiation skillsVast knowledge in financial management and Inventory Managements.Responsible, Reliable, Highly energetic, Polite and hardworking.Computer literacy is a must with good command in MS Office.Ability to work independently and under pressureWork closely with the team members, user, and suppliers.Project Duration: 24 months
