Job Description

Samaj Kalyan O Unnayan Shangstha (SKUS) is a non-governmental, non-profit organization established in 1995 and registered with the NGO Affairs Bureau of Bangladesh. SKUS works to improve the lives of marginalized and underprivileged communities through programs in education, livelihood, women’s empowerment, protection, health, and humanitarian response. With a strong presence in Cox’s Bazar and partnerships with government and international agencies, SKUS promotes gender equality, inclusion, and community resilience.

Position Summary

The Procurement Officer is responsible for planning, managing, and executing procurement, logistics, and asset management processes to ensure timely, transparent, and value-for-money acquisition of goods and services for the Projects. The role requires strong knowledge of NGO procurement standards, Bangladeshi Procurement rules and regulations and the ability to operate in a fast‑paced humanitarian context.

Key Responsibilities:

  • Plan, initiate, and manage procurement of goods, services, equipment, and construction works in accordance with Organization procurement policies, donor regulations, and humanitarian standards.
  • Prepare and issue RFQs, RFPs and public tenders using organizational procurement systems.
  • Conduct market assessments, cost evaluations, and ensure best value for money or lowest‑priced technically acceptable options.
  • Coordinate bid evaluation, including bid comparison, evaluation summaries, selection and price analysis.
  • Facilitate Bid Evaluation Committee meetings for high-value or sensitive procurements.
  • Prepare Purchase Orders (POs), Service Agreements, Purchase Agreements, and Sole Source Justifications.
  • Ensure vendor vetting, eligibility checks, anti-terrorism verification, and compliance with donor regulations.
  • Track procurement pipelines to ensure timely delivery and avoid disruptions to ongoing humanitarian programs.
  • Ensure timely processing of vendor invoices in coordination with Finance.
  • Maintain complete procurement files and documentation for audit readiness.
  • Identify and pre‑qualify suppliers; maintain an updated and compliant vendor database.
  • Lead negotiation processes for price, delivery terms, and service levels.
  • Monitor supplier performance and address quality, compliance, or delivery issues.
  • Develop vendor relationships in Cox’s Bazar and field areas, ensuring robust supply chains for camp operations.
  • Initiate framework agreements for recurring items such as vehicle rental, IT equipment, stationery, construction materials, Livelihood materials supplies, etc.
  • Ensure proper contract management, renewal tracking, and close‑out documentation.
  • Support logistics for workshops, events, trainings, and staff/visitor travel.
  • Coordinate vehicle usage, transport arrangements, and ensure proper documentation (logbooks, fuel records, maintenance, insurance).
  • Coordinate with Dhaka offices to meet ongoing procurement and logistics needs.
  • Maintain updated inventory and asset registers as per donor and organizational policies.
  • Ensure full compliance with procurement, logistics, and asset management policies, donor requirements, and GoB regulations.
  • Provide documentation and support during audits, donor visits, and internal reviews.
  • Identify gaps and recommend improvements in procurement and logistics processes.
  • Uphold high ethical and professional standards—ensuring confidentiality, fairness, and avoidance of conflicts of interest.
  • Work closely with Finance, Admin, MEAL, Program, and Field Teams to support procurement planning and forecasting.
  • Provide orientation and training to project staff on procurement, logistics, and compliance procedures.
  • Contribute to risk identification and mitigation planning for supply chain activities.
  • Perform any other tasks assigned by supervisors aligned with project needs.

Job Requirements

Age 25 to 50 years Minimum 3–5 years of procurement/logistics experience, preferably in NGOs, INGOs, or humanitarian projects.Experience working in the Rohingya Response Livelihood Program (Cox’s Bazar) is highly desirable.Strong knowledge of NGO procurement policies, government rules, and donor compliance (Un Women etc.)Demonstrated experience in bid evaluation, contract management, and vendor negotiations.
