Friends in Village Development Bangladesh (FIVDB) is going to implement ECHO funded under its Humanitarian Preparedness and Response Program, Cox`s Bazar in partnership with Plan International Bangladesh. The duration of the project implementation by FIVDB is 23 Months (to be extended subject to the provision of project extension afterward). The position will be recruited to implement the project based at the Field Office at Ukhia with substantial field activities at different camps and host communities. The job is contractual for the project period with a three (3) months’ probation period.
Job Responsibilities
The Project Officer-Protection will oversee a number of programme support functions in the refugee camps and host communities (Ukhiya). He/she will be responsible to respond to urgent and critical Child protection needs following the influx of the Rohingya community in Bangladesh as part of the team to roll-out activities focused on (1) strengthening community-based child protection approaches and systems for individuals harmed or at risk of harm, (2) enhancing positive parenting in the Rohingya and host communities, and (3) supporting in the community outreach and engagement with affected communities and (4) improving knowledge and attitudes on gender, sexual reproductive health and rights (SRHR). He/she will work closely work with the affected communities, as part of the team with support from the Project Coordinator (PC) and Technical Coordinator. S/He will maintain effective coordination with M&E Officer, Technical Officers and field staff of the project. This role requires 80% field presence across the 4 Rohingya camps.
Key Area of responsibilities:
Planning and Programme Implementation:
Conduct sessions with parasocial workers and volunteers on referral pathways for adolescent girls/boys and young women/men in both Rohingya and host communities.
Co-facilitate, support and monitor community-based child protection mechanisms, including protection committees and youth clubs.
Facilitate psychosocial support and protection focused group interventions integrating age, gender, disability appropriate messaging and support.
Co-facilitate, support and monitor community volunteers in the roll-out of group sessions with children and adolescents on various topics, including child protection, advocacy, gender equality, empowerment, SRHR, youth engagement, PFA, DRR, and life enhancement skills
Assist volunteers to conduct recreational activities, through mobile and static CFS/MPC, for adolescent boys and girls to engage in positive peer interactions and protect them from violence, abuse, neglect, and exploitation.
Contribute to strengthening parents and caregivers of adolescents through positive parenting sessions to have enhanced capacity to protect their children from violence, abuse, neglect, and exploitation.
Provide technical support to adolescents and youth to challenge gender norms and reduce risk factors for GBV.
Make referrals for cases needing specialized support to the Case Management and ensure that referrals of vulnerable children from the team’s work are followed-up.
Support and mange Project organizers in their day-to-day implementation of activities and provide weekly work plans and debrief sessions to Project Organizers
Support in any logistics and preparations to ensure that project activities are carried out in a timely and orderly manner.
Carry the assigned activities with a particular focus on Education in Emergencies (EiE) and Child Protection in Emergency (CPiE) for the targeted participants including children in the Rohingya camps and host community.
Ensure implementation is aligned with ECHO compliance requirements, humanitarian principles, safeguarding standards, accountability commitments, and donor visibility guideline.
Design and facilitate appraisal of Project organizers performance and provide feedback for improvement and to support increasingly productive help for the learner.
Supervise and monitor the psychosocial activities ensuring Child protection minimum standards, child safeguarding policies, and child/youth participation and gender balance.
Any other task assigned by supervisor.
Monitoring, Evaluation, Research and Learning (MER&L):
Contribute to reporting (data collection, and narrative report) according to donor/projects requirements.
Provide regular updates to supervisor on the progress of the implementation, challenges faced, and additional support needed.
Ensure effective risk management, proper documentation, and timely escalation of implementation challenges, safeguarding concerns, and operational issues to management.
Documents best practices and success stories and support the development of opportunities for shared learning within and across teams.
Support M&E Officer/focal in conducting pre/post knowledge assessments for the structure sessions/PALS.
Capacity building:
Support creation of training materials and programme tools which aid the delivery of inclusive and gender responsive education programme.
Facilitate capacity building plan with PLAN International Bangladesh for CAAFAG training for community volunteers.
Contribute to recruitment of volunteers with support from supervisor.
Provide on-the-job coaching and support to the volunteers in technical aspects of the program.
Conduct monthly refresher sessions for volunteers on child safeguarding and referral pathways.
Coordination and External Representation:
Maintain effective coordination with sector coordination platforms, CiCs, local administration, and relevant stakeholders in Ukhiya, camp level and in Cox’s Bazar.
Maintain effective coordination with CiC, ACiC, Site Management partners, and local administration in Ukhia and assigned camps.
Actively participate in camp-level protection working groups, Child Protection Sub-Sector (CPSS) meetings, and GBV Sub-Sector coordination as delegated by supervisor.
Build and maintain relationships with Majhis (camp leaders), community volunteers, and host community leaders to ensure community acceptance and feedback.
Attend weekly staff meetings in Cox`s Bazar and Ukhia, and monthly review meetings with Plan International Bangladesh.
Age 25 to 50 years Honours or master’s level in Education, Social Science, Psychology or any relevant subject..At least 3 years working experience in a humanitarian context having strong knowledge and understanding on Education in Emergencies (EiE), CPiE issues, specially within the Rohingya camp settings in Cox’s bazar.Good knowledge and understanding of Do No Harm principles and other humanitarian standards, including INEE minimum standards.Comprehensive understanding of the Humanitarian architecture of the Rohingya Response its operating and regulatory environment.Good understanding of gender equality, inclusion, safeguarding, and accountability principles in humanitarian programming.Knowledge and understanding of FIVDB’s vision, mission values.Experience in implementing programs focusing on: working with vulnerable children, refugees, youth engagement,Proven project management skills, including in management, activity plan, monitoring, and evaluation for child protection projects.Internal Contact: Program Coordinator, Technical Coordinator(s), M & E Officer, Technical Officer(s), Admin & Finance Officer, Central OfficeExternal Contact: Plan International Technical Team, Plan International Finance and Operation Teams, UNO, Upazilla and district Education Office, CiC, ACiC & Site Management, Education Sector Representatives, Cox’s Bazar, Rohingya refugees and host communities, Camp and host level stakeholdersAbility to work independently and as a team player who demonstrates leadership and is able to support and train local staff and also able to work with disaster-affected communities in a sensitive and participatory manner.Strong planning, budgeting, financial management, administrative, project management, implementation, information management, telecommunication skills and program development skills.Strong leadership, supervisory and coaching skills, and able to support and train staff to work with disaster affected communities in a sensitive and participatory manner.Strong ability to communicate clearly and sensitively with internal and external stakeholders as a representative of organization.Strong negotiation and networking and coordination skills.Demonstrates skill on problem-solving, decision making.Analytical and critical thinking skills.Ability to juggle multiple priorities simultaneously and take initiatives.Experience on designing and delivering training, workshop and other capacity building initiatives with a variety of audiences.A positive and friendly personality who collaborates well with others, works with trustworthiness and integrity and has a strong commitment to organization’s core values and humanitarian principles.Has a capacity to make accurate self-assessment particularly in high stress and high security contexts.Proficiency in MS Word, Excel, Word and Power Point.Fluency in English and Bangla both reading and writing.Ability to prepare and review reports independently.Desirable:Experience in humanitarian settings, particularly with refugees or IDPs.Experience in managing humanitarian projects in Education in Emergencies and Child Protection in Emergency.Strong knowledge of Chittagonian or Rohingya language.
