Job Description

Job Context: Friends in Village Development Bangladesh (FIVDB) is going to implement ECHO-funded under its Humanitarian Preparedness and Response Program, Cox's Bazar, in partnership with Plan International Bangladesh. The position will be recruited to implement the project based at the Field Office at Ukhia, with substantial field activities at different camps and host communities. The job is contractual for the project period with a three (3) months’ probation period.

Job Responsibilities:

The Education Officer will oversee a number of programme support functions in the refugee camps and host communities (Ukhiya). He/she will be responsible for responding to urgent and critical Child protection needs following the influx of the Rohingya community in Bangladesh as part of the team to roll-out activities focused on education. He/she will work closely with the affected communities, as part of the team with support from the Project Coordinator (PC) and Technical Coordinator. S/He will maintain effective coordination with the Technical Coordinator, M&E Officer, Technical Officers, and field staff of the project.

Key Area of Responsibilities:

Key Area 1: Planning and Programme Implementation:

  • Organize and conduct training for facilitators on pedagogy, curriculum (literacy, numeracy, portable skills, and life skills), and other relevant issues (including child safeguarding, CP and referral, DRR, PSS, gender and inclusion, adolescent retention techniques, and opportunities.
  • Conduct community dialogue with local leaders, Imams, and parents on the benefits of non-formal education for adolescent girls/boys and young women/men in both Rohingya and host communities.
  • Contribute to strengthening parents and caregivers of adolescents through positive parenting sessions to have enhanced capacity to protect their children from violence, abuse, neglect, and exploitation.
  • Provide technical input to develop the teacher’s training package/ curriculum and deliver the Training Curriculum implementation at the field level.
  • Support and manage Project organizers in their day-to-day implementation of activities.
  • Support in any logistics and preparations to ensure that project activities are carried out in a timely and orderly manner.
  • Provide technical support to the field team and regularly monitor project activities.
  • Carry out the assigned activities with a particular focus on Education in Emergencies (EiE) and Child Protection in Emergencies (CPiE) for the targeted participants, including children in the Rohingya camps and the host community.
  • Ensure implementation is aligned with ECHO compliance requirements, humanitarian principles, safeguarding standards, accountability commitments, and donor visibility guidelines.
  • Design and facilitate appraisal of the project organizers’ performance and provide feedback for improvement and to support increasingly productive help for the learner.
  • Supervise and monitor the psychosocial activities, ensuring Child Protection Minimum Standards, child safeguarding policies, and child/youth participation and gender balance.
  • Any other task assigned by the supervisor.

Key Area 2: Monitoring, Evaluation, Research and Learning (MER&L):

  • Contribute to reporting (data collection and narrative report) according to donor/project requirements.
  • Ensure quality project documentation, evidence generation, case studies, and learning products are systematically maintained and shared in line with donor and organizational requirements by working closely with the project team and Plan International technical team.
  • Provide regular updates to the supervisor on the progress of the implementation, challenges faced, and additional support needed.
  • Ensure effective risk management, proper documentation, and timely escalation of implementation challenges, safeguarding concerns, and operational issues to management.
  • Documents best practices and success stories and supports the development of opportunities for shared learning within and across teams.

Key Area 3: Capacity building:

  • Support the creation of training materials and programme tools which aid the delivery of inclusive and gender responsive education programmes.
  • Facilitate capacity building plan for community volunteers.
  • Contribute to the recruitment of volunteers with support from a supervisor.
  • Provide on-the-job coaching and support to the volunteers in technical aspects of the program.

Key Area 4: Coordination and External Representation:

  • Maintain effective coordination with sector coordination platforms, CiCs, local administration, and relevant stakeholders in Ukhiya, camp level, and in Cox’s Bazar.
  • Attend staff meeting in Cox’s Bazar & Ukhiya.

Child protection, gender equality, and inclusion:

Ensures that FIVDB and Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy, including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and FIVDB and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Job Requirements

Age 25 to 50 years At least 3 years of working experience in a humanitarian context, having strong knowledge and understanding of Education in Emergencies (EiE), CPiE issues, especially within the Rohingya camp settings in Cox’s Bazar.Knowledge:Good knowledge and understanding of Do No Harm principles and other humanitarian standards, including INEE minimum standards.Good understanding of gender equality, inclusion, safeguarding, and accountability principles in humanitarian programming.Knowledge and understanding of FIVDB’s vision, mission, and values.Skills & Ability:Strong ability to communicate clearly and sensitively with internal and external stakeholders as a representative of the organization.Strong negotiation, networking, and coordination skills.Demonstrates skill in problem-solving decision making.Analytical and critical thinking skills.Ability to juggle multiple priorities simultaneously and take the initiative.A positive and friendly personality who collaborates well with others, works with trustworthiness and integrity.Demonstrates awareness and sensitivity to gender and diversity. Has experience and the ability to live and work in diverse cultural contexts in a culturally appropriate manner.Proficiency in MS Word, Excel, and PowerPoint.Fluency in English and Bangla, both reading and writing.Desirable:Experience in humanitarian settings, particularly with refugees or IDPs.Strong knowledge of Chittagonian or Rohingya language. Understanding and speaking the local language of Cox’s Bazar or Chittagong is an advantage.Knowledge of policies and procedures, Sphere, and the Red Cross/NGO Code of Conduct.
